# Lawsuit Tag Dictionary

> The 36 thematic tags Judit assigns to each lawsuit: what each one means, how it is flagged (subject, class or CNPJ root) and how it combines with the others.

Tags classify the lawsuit by **legal theme or economic sector**. They are not exclusive: the same lawsuit can — and often will — get several tags at once. A consumer action against a telephone carrier, for example, comes out with `consumer` and `telecom`.

There are **36 tags** in **6 areas**.

<Note>
  **Methodological note:** since tags overlap, the sum of lawsuits per tag is greater than the total number of lawsuits in a portfolio. To count unique lawsuits, use the portfolio total — not the sum of tags.
</Note>

## How flagging works

Each tag has its own dictionary. The tag becomes **true** when the lawsuit matches at least one of that dictionary's rules. There are three criteria, which can be used alone or combined:

<CardGroup cols={3}>
  <Card title="Subject" icon="book">
    **35 tags.** Subject code from the Unified Procedural Table (TPU/CNJ) registered on the lawsuit. It is the main criterion and covers almost the entire dictionary.
  </Card>

  <Card title="Class" icon="folder-tree">
    **22 tags.** TPU procedural class — for example, tax foreclosure, public civil action or judicial reorganization. Captures the type of proceeding even when the subject is generic.
  </Card>

  <Card title="CNPJ root" icon="building">
    **10 tags.** The first 8 digits of a party's CNPJ. Identifies the sector by the company involved (bank, insurer, carrier, concessionaire, platform), covering all branches.
  </Card>
</CardGroup>

<Warning>
  **Inactive TPU codes stay in the dictionary.** Older lawsuits keep subject and class codes that the CNJ has already deactivated. These codes are kept on purpose so the historical collection remains correctly classified.
</Warning>

## Where tags appear

Tags arrive in the `tags` object of `response_data`, as boolean keys, alongside the lawsuit's control metadata (such as `dictionary_updated_at`). Only the tags that apply to the lawsuit appear: treat a missing key, or any value other than `true`, as false.

```json theme={null}
"response_data": {
  "code": "9999999-99.9999.9.99.9999",
  "tags": {
    "dictionary_updated_at": "2026-09-02T03:55:30.682Z",
    "labor": true
  }
}
```

<Note>
  For sealed lawsuits (`secrecy_level` greater than `0`), the `tags` object is not returned.
</Note>

## Rules for how tags coexist

The rules that raise the most questions when interpreting or filtering a portfolio.

| Situation | How Judit flags it |
| :- | :- |
| `criminal` | It is the full criminal catalog. Any crime, misdemeanor or juvenile offense flags `criminal`, even if the fact has its own thematic tag (tax, environmental, electoral, military…). |
| `pld` × `criminal` | `pld` is a compliance subset, not the criminal catalog. A crime can flag `criminal` without flagging `pld`. |
| Debt collection | Private credit → `debt_collection`. Active public debt (CDA) → `fiscal_execution`. Precatório and RPV → `precatory`. The three do not overlap. |
| Bank CNPJ root | Flags **only** `banking`. A bank being a party is not enough to flag `consumer` or `debt_collection`. |
| Public entity CNPJ | In `precatory`, it only counts when the entity is on the **defendant side**. In the other CNPJ-based tags, any side counts. |
| Economic groups | Meta's root covers Facebook, Instagram, WhatsApp and Threads; Google's root covers YouTube and other Google Brasil services (`social_media`). |
| Sector + consumer | Health, telecom, energy, sanitation, education, banking and air transport get the sector tag; when there is a consumer relationship, they also get `consumer`. |
| Broad × narrow subset | `environmentalCrimes` is the narrow subset of `environmental`. Every lawsuit with `environmentalCrimes` also has `environmental` and `criminal`. |
| Transport | Air goes to `airlines`; land, maritime, waterway and traffic go to `transport`. |
| App-based platforms | `gig_platform` flags by CNPJ only — the TPU has no specific subject. When employment status is disputed, the lawsuit also gets `labor`. |
